"He is to be punished," Hastur says, rather nastily. Well, he doesn't know for sure. The Prince of Darkness, Father of Lies, Ruler of Hell, etc etc has his own agenda and first there would need to be proof that Crowley had done something wrong (or rather, Right)-- but Hastur hopes that he'll be punished.
